Paris. December 8-10, 2025. eQualitie is excited to announce the next edition of the SplinterCon series, hosted in Paris in partnership with Center for Internet and Society, French National Centre for Scientific Research (CIS-CNRS), GEODE Research Center, University Paris 8 and partially funded by the European Union (ERC, Dataroutes, 101098032). As governments, companies and communities all pursue their own forms of “digital sovereignty,” SplinterCon: Paris will assemble leading technologists, researchers, policy-makers, civil society actors to address this essential question: is this trend towards sovereignty a pathway to resilience… or isolation?
The conference will address this issue through two core themes:
- Technology & Innovation seeks to unpack the rapidly evolving technical landscape powering the movements towards sovereignty, highlighting trends in network restrictions alongside resilient digital infrastructure and self-hosted systems, decentralised protocols and services, wireless networking, and technologies for censorship-resistant communications.
- Policy & Governance attempts to bridge technology and policy, providing decision-makers with insights into how technical developments influence and impact policy choices.This stream examines the models and motivations for digital sovereignty through the lens of policy in practice, defining the strategic role of state and non-state actors in shaping cyberspace and resisting fragmentation.
Alongside keynotes and panels, SplinterCon Paris will feature a Technology Showcase, presenting open-source and resilient systems in action, as well as the annual Blockathon, a gamified challenge inviting participants to “escape the Splinternet” by prototyping tools for shut-down-resilient communication. Finally, we will be announcing the projects for the 2nd Annual Breakout Programme, awarded to bold proposals for shutdown-resilient digital communication tools and services.
As always, registration is open and free of charge. All submissions to the call for proposals are reviewed by the Programme Committee and participation will be manually confirmed to ensure engagement and quality.
