eQualitie.org and Transparency International U.S. launch Times Square campaign: Foreign aid is not charity, it is a strategic investment in a more democratic and prosperous world

New York, NY (July 8, 2025 ) – As foreign aid programs are dismantled on an unprecedented scale, Transparency International U.S. and eQualitie.org have launched a new campaign urging Congress to restore funding before the damage becomes irreversible. The centrepiece of the campaign is a digital billboard in Times Square that runs every 10 minutes at Broadway and 43rd Street. It draws attention to what is at stake not only for the world, but also for the economic security of the United States.

This campaign follows the near-total restructuring of the US Agency for International Development (USAID), initiated by the Department of Government Efficiency (DOGE). The restructuring eliminated more than 83% of USAID’s programmes and reduced its workforce from more than 10,000 to fewer than 300 employees. These cuts, along with others at the State Department, threaten to lead to widespread instability abroad and serious economic consequences at home.

“Foreign assistance offers one of the greatest returns on investment when it comes to protecting American jobs, countering authoritarian regimes, and promoting global stability,” said Gary Kalman, Executive Director of Transparency International U.S. “These programs are essential tools in the fight against corruption and the establishment of the rule of law. Their elimination not only jeopardizes global progress, but also undermines U.S. national security and economic strength. We hope that the Times Square announcement will help to raise awareness among the general public and legislators of the issues at stake and the urgency of restoring this funding

The campaign points out that foreign aid has always supported the markets that have made the United States prosper. Eleven of the top 15 U.S. export markets have benefited from U.S. foreign aid, reinforcing the link between aid and long-term economic strength. In sectors such as agriculture, the return on investment is even more pronounced. Furthermore, over the past two decades, USAID programmes are estimated to have prevented 91 million deaths, including 30 million children. These programmes help build and stabilise the partnerships on which America depends.

Undermining these foundations jeopardises both global development and US interests

In addition to the Times Square placement, the campaign includes a major social media effort to amplify public visibility and engagement. Supporters are encouraged to take photos or selfies with the advertising and participate in the “Spotted in Times Square” challenge by tagging the organisations online and using #restoreforeignaid in their posts. Selected participants will be able to have their posts re-shared to help spread the message.
